PCD (polycrystalline diamond) cup wheels are made to take coatings off a concrete surface rather than grind through them. Glue, paint, epoxy and other surface coatings come away without smearing and loading the wheel the way they do on a standard diamond cup wheel, and it also takes porous ceramic-tile glue. It runs wet or dry on an angle grinder. This is the 5" wheel with a 7/8" open arbor hole and 6 segments.
Dust: Grinding coatings off concrete also raises concrete dust, which contains respirable crystalline silica, and old black cutback mastic and some older floor adhesives can contain asbestos, so have them tested before you start. Run a HEPA dust extractor and follow your exposure control plan.
